1. The support of desegregation by official Ministry communiques, activities, and releases to the public regarding the essential importance of desegregation, apart from its instrumental value. Earlier, even the proponents of integration had stressed primarily its academic potential. There has been a growing perception of integration as an end in itself, rather than a means for narrowing interethnic gaps.
