A second broad approach to altering the basic conditions of desegregation that is particularly relevant to Israel is to implement it at the earliest stages of education. One reason behind the educational reform at the junior high level was the realization that equal educational opportunities had not been provided at the elementary school level. Thus, a direct benefit of desegregation at earlier stages in the educational process would be to rectify these inequalities in basic opportunities. In addition, such a step would bring young children together before social stereotypes and academic gaps had become firmly entrenched.
