ABSTRACT

When, the following day, I proposed to the collegiate body of the Federal Secretariat for National Defence that the JNA should lift the road and rail barricades erected by the armed rebels, General Kadijevic exclaimed: 'Do you really want the Serbs to say that the JNA is against them?' That was our first public clash. With the barricades, the crisis had moved into the phase of terrorism and special war which normally precedes aggression and military intervention.
