ABSTRACT

Multiple demands continue to be thrust upon primary schools, and it is little wonder that many of the teachers and administrators are feeling stressed and exhausted. Primary teachers are being coerced into working within student outcome and learning area frameworks; to adopt new arrangements for reporting and assessment; to develop closer links with parents and community; and to be accountable to various groups through student performance standards and teacher appraisal schemes. Small wonder that there is low morale among teachers. Parents are justifiably concerned about the possible negative effects upon their children.
