In its last twelve months of office, the Conservative Government continued its policy of strengthening central control while granting more freedoms to schools, effectively limiting the power of local government still further and piloting OFSTED inspections of LEAs. It introduced education vouchers for places at registered nurseries, whether maintained or not, and enlarged the assisted places scheme to include prep schools. It enabled schools to be more selective without having to gain central approval, and extended the financial powers of grantmaintained schools.
