ABSTRACT
When violent conflicts end — whether it be war between states or internal war — institutions and routines for cooperation among the adversaries are necessary for building lasting peace: shared governance; economic reconstruction; justice for victims and perpetrators of crimes; settlement for refugees and forcefully displaced persons; law, order and security issues such as integration of combatants into civilian life and curbing criminal gangs.
