The emerging global labour market: myth or reality?

The World Bank’s 1995 Development Report, Workers in an Integrating World (World Bank 1995a), documents the fact that the world economy is integrating and that working conditions in labour markets are changing everywhere as a result. Yet the rules and institutional capacity for global governance are deficient (Carlsson and Ramphal 1995), especially for the orderly management of labour conditions in the integrating global economy. Without effective rules and institutions, globalization may not only fail to take humanity toward the ‘Global Village’, based on peace and security; it may promote unfair labour practices with new forms of slavery and exploitation.
