ABSTRACT

The World Health Organization estimates that more than a billion people worldwide live with a disability, representing about 15 per cent of the world population, and of this total 2 to 3 per cent have serious difficulties in functioning or severe disability. Moreover, disability is part of the human condition; most people will experience some form of disability, temporary or permanent, at some time in their lives. Humanitarian action promotes a comprehensive approach that includes the dimensions of prevention, preparedness, rehabilitation and reconstruction. The inclusion of the needs of people with disabilities in all stages of disaster management, and especially during planning and preparedness, can increase the effectiveness of government efforts in meeting the needs of people with disabilities in response and recovery. The education programmes include children with disabilities and train teachers and leaders on how to include children with disabilities in educational activities.
