ABSTRACT

The purpose of the federal judiciary in the United States is to serve as the ulti-mate umpire in the democratic political process. e term judicial is related to the concept of just, meaning “legal right” or fair1 (Ayto 1990, 309, 310). Hence, a judiciary is a system of courts and judges concerned with administration of justice. e administration of justice involves resolving legal disputes, and to achieve justice, judges’ decisions are supposed to be fair and impartial.
