ABSTRACT

The SEA stages of impact evaluation and mitigation are the pinnacle of the process: all the previous stages have been leading up to this. Impact evaluation determines whether an impact is significant or not; and mitigation involves minimizing adverse impacts and enhancing positive ones. There may be several rounds of impact evaluation, mitigation, impact re-prediction and re-evaluation following the mitigation and so on. The information from these stages is then used by decision-makers to help choose and then fine-tune a preferred alternative.
