ABSTRACT

There are at least two distinct ideological approaches to CPD – training and education. Each has a different purpose and ethos although the boundaries are not always as clear-cut as they may seem at first glance as values permeate both approaches. Training is normally dominated by competences and standards, underpinned by a desire for teachers to conform and to perform at specific levels. The education aspect of CPD stresses the professional autonomy and critical reflectiveness of teachers, suggesting that they are able to select appropriate behaviours and to be able to justify them when necessary.
