The happiness enjoyed by your country, and greatly enhanced under your administration, is enough to arouse the envy of the nations of Europe; your prosperity may be the source of theirs. They will see the degree of happinss attainable by a human society that practices common sense in its legislation, economy in its expenditures, and morality in its politics. It will no longer be possible to represent wise counsels as mere impractical theories. 1
