ABSTRACT

In 2005, Russia angered the United States when the Shanghai Cooperative Organisation – China, Russia, Kazakhstan , Kyrgyzstan, Tajikistan and Uzbekistan- called on the United States forces to withdraw from Central Asia. In July 2005, Uzbekistan ordered the United States to withdraw from its Karsi-Khanabad (K2) base. In February 2006 the United States began negotiating with Kyrgyzstan to continue using Manas air base outside Bishkek. Russia continued with its plans to export oil to China, and to the rest of the world through the Sea of Japan
