ABSTRACT

The explicit message in Ofsted’s 2010 SEN review was that the difference to pupil outcomes is made by good teaching in the classroom. All pupils have a right to experience good or better teaching but there is always room for improvement, and schools have a responsibility to ensure that teachers have the necessary skills and knowledge to meet the needs of all pupils, but particularly those pupils who are vulnerable to experiencing barriers to participation and engagement with learning. No matter how effective additional interventions are, they will not make up for inadequate or satisfactory teaching. And no matter how good classroom teaching is, some children will always need additional, high-quality support or intervention.
