ABSTRACT

In November 1993 the British government announced a Modern Apprenticeship initiative, involving greater public funding for employers who train young people in intermediate skills. Such craft and technician skills have been found central to economic performance by a range of studies. After nearly 15 years of 'malign neglect' of apprenticeship by government, a major change of course has been signalled. Similar developments can be seen in the USA (Finegold, 1993).
