ABSTRACT

In 1959, Unesco and the IAU formed a Joint Steering Committee with the collaboration of the Ford Foundation to make a study on the 'Role of Institutions of Higher Education in the Development of Countries in South—East Asia’. These studies, which were begun in September 1961 and concluded in April 1965, were embodied in three volumes, being the Director's Report, Country Profiles, High Level Manpower and Language Policy. One of the recommendations made by the Committee was the establishment of an Institute of Higher Education and Development.
