ABSTRACT

The paradigms and ideological leitmotivs of the European Union’s Foreign Policy, as pertaining to Higher Education exchange with Asia, are not hard to find. They are in line with a neo-liberal view of HE which strongly promotes the tenets of ‘internationalization’, ‘global competitiveness’, ‘people-to-people exchange’ and ‘inter-cultural learning’ (Stokhof et al., 2004: 3).
