ABSTRACT

In this chapter social innovation means a whole range of strategies aimed at enhancing the development of the community by combining the efforts of governmental and civil society structures. Information technology is today one of the key tools in achieving this goal; service delivery, improving the efficiency and effectiveness of internal management, increased transparency of public action, generating networks for political and social action and promoting citizen participation in public affairs can all be furthered by using applications and services based on intensive use of information technology (OECD, 2005; Crozier, 2010; Peters, 2011).
