ABSTRACT
This chapter summarizes the similarities and differences among the three cases discussed in the previous three chapters. Using the multilevel analytical framework, it pays particular attention to the international and domestic environments facing pre-WWI Germany and today’s China. The chapter aims to answer two often asked questions: Will China’s rise in the twentyfirst century be peaceful? And will China challenge the international status quo violently as pre-WWI Germany did?
