ABSTRACT

The aim of this chapter is to consider the current status of Catalonia within the European Union (EU) in light of the 2004 enlargement and the draft European Constitution. Taking the Catalan case as a point of reference, it is argued that nations without states (‘regions’ in EU terminology) have not obtained the recognition they sought during the European Convention. As a result, they are not recognised as political actors within the draft Constitution, which EU member states began their efforts to formally sanction through their parliaments or by referendum in 2005.
