ABSTRACT

Government is a regulator of the construction industry, through policy making and legislation, and a major client. Government, both national and local, is also a significant construction employer, through the provision of professional services such as planning, architecture and building control and also through direct labour organisations of tradespeople. In terms of equality of opportunity and diversity, the public sector is generally perceived to be a more active and effective employer, compared with the private sector in general and the construction industry in particular.
