ABSTRACT

Obviously, 4GW places a premium on ideas and the use of information networks to transmit key messages to the various actors involved in the conflict. They are at the heart of this kind of war. As a result, information operations should be central to all efforts from the strategic to the tactical level. Information operations are much tougher in war than in normal political discourse. While politics includes the fog, friction and uncertainty of war, it rarely includes the primordial violence that is the distinctive character of war. The results to date in Iraq indicate that the insurgents understand this clearly while the US cannot even develop an effective definition for information operations.
