ABSTRACT
At present, questions concerning the airline industry are becoming increasingly integrated into the agenda of global negotiation on climate change. However, in the pre-Kyoto world, the situation was different. The airline industry was a new issue element in the complexity of the climate talks. One function of this chapter is to illustrate a situation where a new issue approaches the negotiation table in the process of building a climate regime.
