ABSTRACT
One important issue contributing to the current deadlock in the climate negotiations is linked to the question of developing country participation. This is a tricky question. And it seems to be particularly tricky within a framework that almost exclusively focuses on mitigation of climate change, a feature that has hitherto characterized climate negotiations.
