ABSTRACT
Many naval analysts and all naval planners are less concerned about the past development of seapower and much more about the present and future, which is the focus of this chapter. The proposition in this chapter is that globalisation, and everything that goes with it, is creating a new paradigm of collaborative naval endeavour that needs to be set alongside the more competitive naval behaviours of the past.
