One more peculiarity in the Civil Service remains to be noted. It is what might be called its fragmentary character … Each man's experience, interest, hopes and fears are limited to the special branch of service in which he is himself engaged. The effect naturally is, to cramp the energies of the whole body, to encourage the growth of narrow views and departmental prejudices.
