ABSTRACT
We know that Agenda 21 offered a practical approach to applying sustainable development policies at the local and national level, and the aspirational set of Principles that make up the Rio Declaration which gave us a set of guiding principles in the journey to a more sustainable planet. These successful agreements of the UNCED left an important and lasting legacy based on sustainable development needs and with a view on achieving more sustainable outcomes. But were they implemented?
