ABSTRACT
This chapter provides a conceptual framework for low carbon development in low, middle and high income countries, which helps to better understand the case studies presented in the following chapters. This chapter first discusses how low carbon development strategies vary according to different contexts and need to take into account national priorities. The chapter then elaborates different approaches and mechanisms for achieving low carbon development in various contexts.
