ABSTRACT

Cities are the focal point both for the impacts of climate change and for options for climate change mitigation and adaptation, especially in coastal regions. Hence, low carbon city planning can provide the necessary tools to achieve low carbon development. This chapter uses China as a case study for low carbon city planning. China currently has the world’s largest population, of whom more than half live in urban areas, has the world’s largest carbon dioxide emissions and is actively engaged in low carbon city planning and piloting to pursue low carbon development. The chapter suggests that developing low carbon cities requires strong government action, close interaction between various city authorities, integration with national policies and developing an appropriate low carbon city strategy in cooperation with relevant stakeholders.
