ABSTRACT

This part introduction presents an overview of the key concepts discussed in the subsequent chapters. The part describes approaches to and lessons from mainstreaming natural resource and environmental considerations into planning and programming for peacebuilding priorities. It demonstrates both the importance of integrating natural resources into various post-conflict activities—including humanitarian, development, and commercial undertakings—and approaches and considerations for doing so. Economic data on the importance of natural resources to post-conflict economic development can play a key role in persuading policy makers and peacebuilding actors to focus on environmental issues. Natural resource dynamics also need to be considered in efforts to attract and manage private sector investment. The chapter understands the natural resource-related dynamics; in practical terms, this means that project planning, private investment strategies, and government policy reform need to be informed by social, economic, and environmental assessments and consultations with communities.
