ABSTRACT

School personnel with considerable experience in the Hillsdale district were purposefully selected for this study because (1) they would be likely to be informed about schools and (2) they might have the security and confidence to be candid in expressing their views. A list of personnel in the district was obtained from the central administration and a cross-section was chosen to represent (1) schools located in higherand lower-income neighborhoods; (2) a grade-level distribution from elementary through high school; and (3) teaching and administrative ranks. The school-based experience of participants ranged from 3 years to 41 years. Two had taught fewer than 5 years: an itinerant teacher had taught art at various highand low-income schools and a secondary social studies teacher had attended Hillsdale schools. Twenty-two teachers and eight administrators were interviewed (see Table 2.2).
