ABSTRACT
Debates have a long history in American politics. “The American political system grew up with debate,” Kathleen Hall Jamieson and David S. Birdsell (1988) remind us. “Colonial assemblies debated revolution, the Constitutional Convention debated the Constitution, and Congress debated the law” (p. 17).
