ABSTRACT
The researchers pointedly observe that contrary to the arguments presented by some, the 1980s was not a time of vigorous and inherently progressive cultural change, well not in those large brutalised and inherently criminogenic communities in which they conducted their research. Indeed, we might well ask ourselves whether communities are inevitably the supportive protectors and the focus of transformation that is sometimes thought and proposed by some in the literature.
