ABSTRACT

In working with a senior homemaker/chore program, Emily helped Marietta, a 78-year-old widow with several physical challenges, to arrange home-based services so that she could continue independent living. One of those services was home health care. However, as a result of state policy changes in the reimbursement of home health agencies, Marietta and a number of the older adults with whom Emily worked had their home health services decreased or terminated altogether. Emily began to see negative consequences among these older adults. Some were no longer able to live independently and had to move in with family members or into a residential care facility.
