ABSTRACT

In recent history there are not many examples, barring seventeenth century Russia and eighteenth century Germany, of traditionally continental nations attempting, ab initio, to adopt a maritime orientation and don the mantle of a naval power. It is therefore natural that when not one but two nations, i.e. China and India are seen to be concurrently aiming for such an objective, there should be a stirring of more than ordinary curiosity.
