ABSTRACT

Trust in governing institutions is based on the legitimate and ethical exercise of power. The public’s trust in governing institutions is tested in crises and it is in these situations when the exercise of power is needed and fundamental values are at stake. In such moments, these values are often in competition with each other, creating value conflicts that place an even greater demand on ethical leadership. The legitimacy of political decision-making is based on representing the values of the electorate and the possibility of holding political representatives accountable for decisions made with these values in mind. Administrative legitimacy is based on consistency in the application of law, following the directives of the government, and ethical use of administrative discretion. 1
