ABSTRACT
If there is a helium problem, what should be done about it? Has the US National Council of Sciences review fixed the problem, and what about issues faced by those outside the United States? Should the rest of the world follow the lead set by the US policy work? This chapter includes a serious discussion of “venting” and “moral” issues (e.g. grades of user).
