ABSTRACT
Attainment and progress inform definitions of various disabilities and disorders and are central to notions of entitlement to special educational provision. In this chapter, such entitlement is examined with respect to the United States of America, Australia, and England. Examples of local entitlement to provision are given from India and Israel.
