ABSTRACT
Once upon a time there was a town that happened to have a playground located at the edge of a cliff. Every so often a child would fall off this cliff and be seriously injured. At last the town council decided to take action but was immediately deadlocked on what to do. Should they put a fence at the top ofthe cliff or an ambulance at the bottom?
