ABSTRACT

Since the 1970s, the issue of climate change has received increasing concern from the world community and has become a hot topic in today’s world politics, economy, environment, and diplomacy. Policy instruments and technical measures have been sought to address climate change the world over. Because of its function as a means of carbon sequestration and greenhouse gas reduction, with the additional capability of stabilizing or even decreasing the concentration of greenhouse gases (GHGs) for certain periods of time, afforestation and forest conservation have been recognized universally as an effective means of addressing climate change. The Intergovernmental Panel on Climate Change (IPCC)’s evaluation report concluded that forestry provides the dual functions of mitigation and adaptation in addressing climate change and is a low-cost and economically feasible measure that can be taken for the next 30–50 years to increase carbon sequestration and decrease emissions.
