ABSTRACT
A Comprehensive Plan describes a vision for the future of a community. It offers a vision of what the residents want in a community. It sets a type of roadmap to where we want to go. It seeks to identify how we can ensure a community’s quality of life. The reason for having such a plan is evident in the following quote from the 2004 Comprehensive Plan for the City of Moorhead, Minnesota:
The Comprehensive Plan helps to ensure that development occurs in a manner desired by the community, rather than simply as a result of market trends and patterns. The Comprehensive Plan protects what makes the community unique and what made people initially want to live here.
