ABSTRACT
With the main conclusion already formulated in the third section of the paper, the present writers tum in concluding words to a related issue of universality of high costs of dual transition to democracy and market. With weakened moral order under the preceding despotic regime and increased opportunities under liberalization the increase in unlawful/immoral (or simply utility maximizing) behaviour is inevitable. What sets post-socialist transition apart is the intensity of the phenomenon.
