There are three points to bear in mind. First, quite apart from the expense of the two wars, the DOD base budget has been steadily increasing over the last decade. Second, U.S. DOD spending is estimated at 40 to 50 percent of the total of all military spending, that is, the spending of all nations combined. Specifically, it is five or six times the size of the military budgets of Russia and also China. Third, DOD’s billions make the budgets requested for the State Department, for foreign operations,3 and for Homeland Security look puny. They were $16.3 billion, $36.7 billion, and $55.1 billion respectively.4
