ABSTRACT

Chapter 2 sets out the complex and difficult challenges of water resource management that necessitate a catchment-based, collaborative and adaptive approach. Chapter 10 explores how such programmes start, and how they need to integrate ‘bottom-up’ aspirations and initiatives with the aims and regulations of higher-level governance. It was explained why effective catchment management programmes must be led and coordinated through acceptance of relevant responsibilities at local level, but also why inter-locality cooperation and coordination may be necessary at a larger spatial scale. Chapter 11 reviews the key methods and decision-support tools necessary to meet the information requirements of these approaches. It also explores the rationale for, and strengths of, inclusive stakeholder participation and an analytic-deliberative approach.
