ABSTRACT
Generally speaking, the twelfth century saw a rapid expansion of English royal
government, particularly in the crown’s capacity to control the localities directly and in
detail. Stephen’s reign was a very obvious exception to these centralising trends.
Traditional interpretations stress problems of magnate oppression and rampant disorder,
