ABSTRACT

The severity of modern terrorism and the casualties and damages it causes require the state to do all within its power to defend its citizens, including the use of military measures. The aim of this chapter is to demonstrate that offensive proactive military activities – the targeting of terrorist leaders and activists, striking military bases, weaponry, facilities and the like – can be an effective and legitimate response to terrorism. For the purpose of this chapter, modern terrorism is defined as a type of campaign in which a sub-national organization makes use of deliberate violence targeted at civilians to achieve its political goals, nationalist, socioeconomic, religious, or ideological.
