ABSTRACT

Cooperation concerning the development and management of the Mekong River Basin dates back to 1957, when Cambodia, Laos, Thailand and Viet Nam (then known as South Viet Nam) created the Committee for Coordination of Investigations of the Lower Mekong, under the auspices of the UN. 1 However, it was not until the 1990s, and the end of the Cold War era, that significant cooperation reemerged in earnest. A major milestone was reached in 1995, with the adoption of the Agreement on the Cooperation for the Sustainable Development of the Mekong River Basin (1995 Mekong Agreement). 2
