ABSTRACT

Will the world in 2025 be one in which states cooperate in a working multilateral system for peace and security, or will it still be a world of competition and conflict? Internationally, the vertical power structures of the Cold War have already been succeeded by more horizontal webs, networks which favor the sharing of institutional power among more states. Will they act in concert as like-minded stakeholders, or will rival nationalisms persist? The answers may be determined in large measure by whether the world in 2025 is more, or less, democratic.
