While the environmental issues facing society today are thoroughly global in character, there is no single institution, set of rules or overarching social contract or framework of cultural values through which to coordinate a response. The current system of global governance has evolved in the absence of a coherent political body, creating a situation in which institutions are charged with making global policy that countries will agree to follow without a global polity, or political body, to enforce them (Hajer 2003).
