ABSTRACT
Is Canada better seen as a territorial or a plurinational federation? By a territorial federation, I mean one where a common sense of nationality underlies the federal state. By a plurinational federation, I mean one where more than one major linguistic or cultural group has legitimate claims to be considered a distinctive national community within that federation.
